Otherwise known as HSL, this local militia is contracted by the Cinniapolis Safety Department (CSD) to carry out certain tasks on behalf of the community. Its Chief of Operations is General John Chester. The majority of its members are former Cinniapolis Police Officers who were not retained by the CSD.
